Anti-graft panel split over summoning Prawit

A fact-finding committee on a collection of luxury watches worn by Deputy Prime Minister Prawit Wongsuwon is divided over whether to summon the deputy premier to make a statement.
The fourth deadline runs out on Thursday for Gen Prawit to hand over the statement. Gen Prawit's deadline has been continually extended despite the fact that the law allows the NACC to give only two extensions.

The deadline saga for Gen Prawit to explain his luxury watches to the NACC started on Jan 8. When it was repeatedly extended the NACC came under criticism that it was stalling the inquiry.

The NACC has claimed that because of the growing number of watches exposed on social media, the commission needed more time to investigate. It also claimed that to be fair, it had to give Gen Prawit more time to gather evidence for his explanation.

The luxury watches were not declared among his assets to the NACC and Gen Prawit claimed they all belonged to friends and have since been returned.

Mr Worawit would not answer if Gen Prawit would be allowed a further extension.

NACC president Watcharapol Prasarnrajkit on Wednesday distanced himself from the issue, directing questions on the matter to the NACC secretary-general.

He said the inquiry should be wrapped up and forwarded to the NACC for consideration soon.

Pol Gen Watcharapol is a former close aide of Gen Prawit. He was appointed NACC chief in December 2015, which raised questions about transparency at the time.

Dies wars dann wohl.

an seinem “Brother in Arms” festhält.

Watch out, PM tells critical graftbuster
Prime Minister Prayut Chan-o-cha lashed out at a key member of the government’s anti-corruption drive Tuesday after the man urged him to take action over an expensive collection of luxury watches worn by one of his deputies.

The premier’s remark came after Totrakul Yomnak, chairman of a sub-committee against corruption, sent him a letter expressing concern about the watch scandal involving Deputy Prime Minister Prawit Wongsuwon.

Gen Prayut chairs the National Anti-Corruption Committee.

According to Mr Totrakul, the issue was undermining public confidence in Gen Prayut and the committee formed by the National Council for Peace and Order (NCPO) to tackle corruption.

He called on the prime minister to take action and show his determination to address graft, which he has declared a top priority.

Gen Prayut replied that the luxury watch scandal was already being investigated.

“Don’t make it over-complicated or stir up problems,” he said. “Let the scrutiny mechanism do its work. And if wrongdoing is established by the probe, the case will go to court.”

Pressure keeps mounting on Gen Prawit. Last Friday, former National Reform Council member Thicha Nanakorn submitted an online petition with more than 80,000 signatures urging Gen Prayut to drop his deputy from the cabinet.

The names were gathered on change.org, a site for public complaints, from Jan 31-Feb 15 to pressure Gen Prawit into resigning. He said last month he would step down if the people demanded it, then made remarks indicating he had changed his mind.

Ms Thicha said 80,000 was higher than the number stipulated to remove a politician from their post according to the referendum law under the 1997 constitution, which requires at least 50,000 names.

In a related development, Gen Prayut shrugged off the latest findings on corruption by the University of the Thai Chamber of Commerce, which said corruption was worsening under the current regime.

He said a survey like that could hurt Thailand’s reputation and scare off investors.

In clarifying his remarks, he said later that this did not mean information tied to corruption scandals should be withheld.

The survey, released last week, showed that Thailand’s place on the Corruption Situation Index (CSI) worsened from June to December.

It questioned 2,400 Thai residents, businesspeople and government officials nationwide in December. The CSI survey is conducted every six months.

According to the feedback, corruption may spread this year because state officials were seen as having too much discretionary power under the law.

A lack of political transparency and ineffective law enforcement were also cited as opening the window for more graft.

kehren lassen:

Let the scrutiny mechanism do its work.

The National Anti-Corruption Commission (NACC) will write to Deputy Prime Minister Prawit Wongsuwon in the next few days, demanding he provide specific details on how he acquired 25 luxury watches he was seen wearing in pictures shared online.
The NACC has been forced to delay announcing the result of its probe into the matter by several months as it waits on Gen Prawit to fully cooperate.

“The issue will be clearer [next month],” Pol Gen Watcharapol said.
Responding to reports he twice sought to postpone giving a written explanation to the anti-graft body, Pol Gen Watcharapol said the deputy premier has informed the NACC he was too busy with his duties.

The NACC has been forced to delay announcing the result of its probe into the matter by several months as it waits on Gen Prawit to fully cooperate.

“The issue will be clearer [next month],” Pol Gen Watcharapol said.

At issue is how Gen Prawit was able to afford such expensive watches on his salary and why he did not list them among his declared assets.

He has since claimed they belonged to friends and have now all been returned.

Responding to reports he twice sought to postpone giving a written explanation to the anti-graft body, Pol Gen Watcharapol said the deputy premier has informed the NACC he was too busy with his duties.

It is believed he may need some time to gather the information as some of the watches were worn a long time ago, Pol Gen Watcharapol said, adding he did not suspect Gen Prawit was deliberately stalling.

The deputy premier was well within his rights to seek the postponements, even if they dragged out the inquiry, the NACC chairman said.

Responding to a member of the government-installed National Anti-Corruption Committee, who expressed concern about the NACC’s handling of the case, Pol Gen Watcharapol said the accusation against Gen Prawit is serious, so the NACC needs to examine the case thoroughly.

Based on the the body’s inquisitorial system of deliberating cases, Gen Prawit must provide a full and thorough account, he said.

ankreiden.

What, we worry?

Last week filled out the cast of the least-awaited drama in Thai TV news history, The Untouchables: Bred Men Walking, starring the Watchman, the FAT man and the Catman.

When a person takes an oath to put his life on the line if necessary to defend his country, that should not be a licence to use the oath to accumulate wealth that puts him in the 1%. But it is.

When a man voluntarily joins the force pledged to honour, serve and protect, this should not come with a real or implied warrant to consort with human traffickers and brothel owners and hit them up for millions of dollars in “loans”. But it does.

And when a man inherits from his dad a thriving and carefully built business designed to serve country and people and shareholders by securing infrastructure and maintaining key transport, that should not come with overt permission to use any land, fauna or flora to provide his personal pleasure and leopard’s tail soup. Yet it does.

Certainly the public has spoken about this. That is especially true of the public opining on the Deputy Prime Minister and Defence Minister, Gen Prawit Wongsuwon. He is friend and career colleague of Prime Minister Prayut Chan-o-cha. Not only have the Watchman and the general prime minister been ring-knocking military mates for close to 40 years. The former army commander Gen Prawit was there when Gen Prayut became eligible to become army commander. What, you think merit alone provides promotion to the top? Ha-ha.

Their camaraderie has led quite logically — if you’re them — to the decision by Gen Prayut to throw away a major part of his personal face, professional dignity and public support in defending the indefensible.

Officially, of course, it’s not the prime minister who is doing this. It’s the National Anti-Corruption Commission, appointed by Gen Prayut’s National Council for Peace and Order that is providing a shambolic “investigation” of a million dollars worth of show-off timepieces.

Officially, there’s no phuyai protecting current FAT man Pol Gen Somyot Poompunmuang. What could big shots even do about a DSI team massively bumbling a pretty straightforward investigation into a case of a slave-trader controlling the national police chief for 300 million?

Then there’s the case of the privileged son of hard-working Chinese ancestry, handed control of a multi-billion construction firm by his daddy. Sure, some people are currently speaking truth to power and building a very public and humiliating case against the man accused of eating leopard’s tail soup in his quest for a nice black throw rug for his Bangkok mansion. Consider just for a moment, however, two unrelated facts about how this works.

The independent director on the board of of Italian-Thai Development Plc is Tirapongse Pangsrivongse, who for one thing is the controller of Kasemkij Company Thailand and therefore many splendid properties such as Phuket’s Cape Panwa Hotel (30,195 baht-plus-plus for an excellent three nights next weekend; big bed but breakfast extra).

Also, and we cannot stress enough how completely irrelevant this is to the preceding paragraph, the Thai Society for the Prevention of Cruelty to Animals (Thai SPCA) has been completely (and uncharacteristically) silent about pheasant shooting and leopard eating in national animal sanctuaries. According to its websites and Facebook pages, the president of the Thai SPCA either is or very recently was Tirapongse Pangsrivongse.

So, like a connected family marrying the No 1 daughter to the son of another connected family. Mr Premchai has taken a huge hit in society’s eyes. His legal fight to stay out of prison (unlike the villager who shot and ate a civet cat last week and was locked up) will depend entirely on a coin flip. Heads, he will not go to prison. Tails, he will stay free.

All of this was the point made to the BBC by the now too-timorous Minister of Education, Teerakiat Jareonsettasin. Sure, he was speaking of corruption. He didn’t mention money or white envelopes or Swiss bank accounts. He spoke only of the connections that the Watchman and his general prime minister keep, and why the actions of the 1% matter more than justice or national surveys including elections.

In truth, it’s not even “connections”. Those are present worldwide. In Thai-ness it is called patronage and it’s deeply embedded. It’s going to take more than a lifetime beneficiary of patronage, like the general prime minister, to succeed at his lip-service promises to reform and bring about reconciliation.

For now, their patronage system assures the elite that none of them need fear reform or real rule of law.
