Regierung äussert sich nicht zu 21 Millionen Baht Reise

Die Regierung hat sich geweigert, sich zu den fast 21 Million Baht zu äußern, welche die Reise von Vizepremierminister Prawit Wongsuwan und seiner Mannschaft zu den Hawaiiinseln ans US-ASEAN-Verteidigungsministertreffen gekostet hat.

Der Regierungssprecher Sansern Kaewkamnerd hat gesagt, dass er die Rechnung für 20.9 Millionen Baht, zu der auch ein Charterflug mit Thai Airways International gehört, nicht kommentieren könne, nachdem am Freitag die Kostenaufgliederung der Reise im Detail veröffentlicht wurde.

Es ist für das Sekretariat des Premierministers sehr selten, Details zu den Kosten einer offiziellen Reise auf seiner Website zu veröffentlichen und Sansern hat zudem gesagt, dass er nicht in der Lage sei, im Auftrag des Vizepremiers zu sprechen, der auch Verteidigungsminister ist.

Die Kosten von 20.9 Million Baht sind: 3.8 Millionen Baht für das Flugzeug, 10.7 Million Baht für dessen Brennstoff, 600.000 Baht für Essen und Getränke, 2.6 Millionen Baht für Bodenoperationen und 3.1 Millionen Baht für Verwaltungskosten.

Ein Beamter aus dem Verteidigungsministerium hat gesagt, dass Prawit von 38 Beamten begleitet wurde und der Aufwand für jeden von 500.000 Baht für die viertägige Reise angemessen sei.

Die Vereinigten Staaten haben Thailand für seine Anstrengungen gegen Menschenhandel und ungesetzliche Fischerei gelobt. Die Sitzung bezog sich größtenteils auf die US-ASEAN-Zusammenarbeit im Kampf gegen Terrorismus und übernationales Verbrechen sowie die Probleme im Südchinesischen Meer.

Nachdem Fettsack Prawit der angeblich der “starke Mann” dieser Junta ist
aber auf jeden Fall Thaksins Interessen in dieser vertreten hat
und die schützende Hand über Thaksins braune Ganoven gehalten hat
immer mehr in die Kritik geraten ist,
liefert der neue Armeechef einen lächerlichen Befreiungsschlag:

Army chief Chalermchai Sittisat said he believes there may be an assassination plot targeting Deputy Prime Minister and Defence Prawit Wongsuwon.

His comments came after Gen Prawit revealed earlier that someone made threats to assassinate him on social media.

Also in Thailand ist leider noch niemand ermordet worden der dies auch
verdient hätte.
Auch Fettsack Prawit kann weiter sein “Gehalt” ohne Gegenleistung beziehen
denn ihm will sicherlich keiner ans Leder.
Denn niemand kann sich davon eine Besserung versprechen.

Meanwhile, Gen Prawit, who is also the defence minister, asserted that there will be no coup following the next general election as nobody wanted a coup unless the country was “unable to move on”.

Thailand ist unfähig sich weiter zu entwickeln. Und diese “gute” Militärdiktatur

kommt jetzt ausgerechnet in Thaksins khaosod eine
offizielle Passagierliste raus:

Two names stand out from a list made public Monday of who joined a deputy junta leader’s entourage on a taxpayer-funded trip to Hawaii last year.

Nearly four months after Khaosod English requested records of the trip, the Defense Ministry on Monday released a list of who accompanied Gen. Prawit Wongsuwan to Honolulu to attend an informal meeting with U.S. military officials, a trip which sparked controversy when word got out that 20.9 million baht was spent on airfare alone.

While the list of 40 mostly contains the names of army officers and one American military officer, two little-known civilians listed as “others” were also aboard the chartered flight with Prawit, a former army commander turned junta leader who also serves as Minister of Defense.
One was a woman named Suprang-orn Ratithanyakornkul, who was listed as an adviser to an assistant of Prawit. The only apparent reference online to Suprang-orn’s credentials appears on the website of Perfect Angels, a training school for would-be flight attendants.

There she is identified with a smiling photo as No. 32 and listed as having completed training in February 2014. The school claims to have successfully produced 3,889 aviation “angels” in eight years.

The training school failed to respond to inquiries as of press time Tuesday.

Another to fly as an adviser to the assistant of the Defense Minister was Pornperm Srisawat. In a news release on the website of CP Group, the kingdom’s largest corporate conglomerate, Pornperm is identified as one of the company president’s liaison to the government.

Prime Minister Prayut Chan-o-cha has assigned his deputy, ACM Prajin Juntong, to attend the Asia-Pacific Economic Cooperation summit in Peru on Saturday and Sunday, Deputy Government Spokesman Lt Gen Weerachon Sukondhapatipak said Wednesday.

Nach Prawits Hawaii Ausflug darf jetzt mal ein Anderer Spesen machen.
Dies wird jetzt richtig teuer weil es kein THAI Airways Flugzeug gibt
welches NonStop nach Lima fliegen könnte.
Ausserdem wissen sie nicht in welche Richtung sie fliegen sollen!

Viele Leute eilen zum KH, es scheint ernst zu sein. Kann man nur hoffen, das alles schon geregelt ist und nicht
das Militär sich splittet – dann würde mein Aufenthalt hier vermutlich länger dauern.

Srisuwan Janya, secretary-general of the Association for the Protection of the Thai Constitution, lodged a petition with the Ombudsman yesterday asking for an inquiry into Defence Minister Prawit Wongsuwan’s ethics and whether he had followed the junta’s propounded 12 values in relation to a recent trip to Hawaii.
Prawit, who is also a deputy prime minister and a key member of the ruling National Council for Peace and Order, should set a good example in line with the junta’s proposed 12 values, which encourage self-sufficiency, he said.

Sirsuwan called on the Ombudsman to determine whether the general’s conduct violated the Prime Minister’s Office’s Regulations on Political Office Holder’s Ethics.

Prawit and 37 security officials travelled to Hawaii at the end of last month to attend an informal meeting of Asean defence ministers at the invitation of US Defence Secretary Ashton Carter.

Srisuwan questioned why so many people had attended the informal meeting and why they had incurred unnecessary expenses.

He also criticised Prawit for saying on Monday that he was single and could see anybody he wanted after allegations were made related to a woman who joined the trip for unspecified reasons.

Srisuwan said Prawit, as a deputy prime minister, should set a good example for the public.

The petition was received by Danai Chantim, director of the Ombudsman’s Intake and Early Resolutions Bureau.

Dies stimmt natürlich Alles.
Aber so schnell wird man Thaksins Interessenvertreter in der Junta nicht los.
Ich hab mir die in khaosod veröffentlichte Passagierliste nochmal angesehen:
Neben Prawits Freundin waren auffällig viele Polizeivortänzer dabei.
Na ja, es ging ja auch um Menschenhandel.
Trotzdem hatte man den Eindruck dass dies wohl ein Betriebsausflug
von Thaksins Interessenvertretern im Regime war.
Vom grossen Zampano selber hört man garnix mehr.
Vielleicht war der ja auch auf Hawaii?

für eine Vorlesung in Los Angeles (3 Flugstunden von HNL)

Former Prime Minister of Thailand, Thaksin Shinawatra, spoke Thursday at LMU about the secret for reducing poverty levels. President Timothy Law Snyder welcomed Shinawatra in front of a packed audience, introducing him as the first democratically elected prime minister of Thailand to serve a full term.

In regards to reducing poverty levels, both nationally and internationally, Shinawatra revolved his lecture around the question, “How can we help?” The former PM attributed this gap between the rich and the poor to capitalism. “Capitalism is evolving over time,” Shinawatra said.

Shinawatra explained that in order for poverty to be reduced, the government has to help and capitalism needs to be addressed.

According to Shinawatra, healthcare and housing are also two main issues that contribute to high poverty levels. “The secret to reducing poverty is addressing issues of housing and healthcare,” Shinawatra said. “Healthcare and housing are very crucial to people to stand up and prosper.”

During his term, Shinawatra tried to reform the financial system of healthcare and make it affordable for the low-income population. He also provided low-cost housing for the poor. “Everyone needs shelter. The U.S. has many homeless [people],” Shinawatra said. “You need to address this problem. Housing and healthcare are major.”

Shinawatra also said that in order to reduce poverty, the government must take charge and help the economic issues at hand. This all starts with proper accessibility to funds. ”Accessibility is the key — accessibility to capital. If the poor cannot have access to capital, they cannot prosper,” Shinawatra said.

The former PM’s lecture lasted for about an hour and received a round of applause at the end. When asked by an audience member if there was anything he would have done differently during his term, Shinawatra said, “I still think what I have done is good for the country and good for the people.”

The plots are similar. In March, Justice Minister Paiboon Koomchaya, Auditor-General Pisit Leelavachiropas and Prayong Priyajit, secretary-general of the Public Sector Anti-Corruption Commission appeared at a press conference to jointly declare the Rajabhakti Park project in Hua Hin was above-board and cleared of any corruption.

On Oct 7, government spokesman Sansern Kaewkamnerd, Defence Ministry spokesman Kongcheep Tantravanich and Thai Airways International president Charamporn Jotikasthira fronted a press conference to try to convince the media that the use of a THAI chartered flight to Hawaii by a 38-member delegation headed by Deputy Prime Minister and Defence Minister Prawit Wongsuwon to attend the second Asean-US defence ministers’ meeting on Sept 29-Oct 2 was free of irregularities.

On the same day, Auditor-General Pisit separately held a press conference to declare the controversial VIP trip to Hawaii and the cost — 20.9 million baht — as clean as white linen. He also said serving caviar on the chartered flight was normal.

Are Thais who are following the two cases convinced that everything is as sweet as these government people suggest?

I only wish that one of the well-known pollsters — Nida Poll or Suan Dusit Poll — would conduct an opinion survey of how the people feel about the VIP trip to Hawaii and all of the statements defending it, especially that by the OAG which is supposed to be independent, reliable and credible.

Personally, my faith in the OAG has almost vanished since Mr Pisit’s predecessor, Jaruvan Maintaka, was sentenced to two years imprisonment last November by the Criminal Court after being found guilty of misusing OAG funds to organise a kathin ceremony in Nan in 2003 under the excuse of holding a seminar.

She was also accused for appointing her son as her secretary at the OAG, a move widely criticised as nepotism and inappropriate. But Auditor-General Pisit later decided there was no rule to forbid such an act.

Despite the OAG’s stamp of approval for the Rajabhakti Park project, doubt still lingers on the question of the 20 million baht in donations to the Rajabhakti Foundation.

Rumours circulating suggest a well-known amulet trader had demanded kickbacks from foundries in exchange for contracts to cast the park’s seven giant statues of former kings.

But when this was leaked to the media and became headline news, it was quickly buried.

But out of the blue emerged the issue of foundry donations to the foundation. Why did the foundries make the donations? Were the donations actually the alleged kickbacks? No clear-cut answer from the OAG.

Neither the OAG nor the army was willing to disclose the actual amount of public donations received for the project, claiming the information was confidential.

In a similar vein, the OAG and the Defence Ministry are reluctant to make public the list of the 38-member entourage in the VIP trip to Hawaii, citing confidentiality, as if the delegates were on a secret mission and the disclosure of their identities might put their lives at risk.

Critics have not accused Gen Prawit or any of the delegates of corruption. Hence, the OAG’s probe and its subsequent dismissal of any wrongdoing appear to have missed the mark.

The issue at stake, as a matter of fact, is whether the use of 20.9 million baht for the Hawaii meeting was worth the cost to ensure the comfort of the delegates, so they need not bother with the hassle of making connecting flights.

Did the other Asean defence ministers do the same as the Thai defence minister — use a chartered wide-bodied Boeing 737-400 which can carry up to 400 passengers? Or was it just the Thai delegation?

The government may consider the case closed as all concerned parties have made their clarifications. But doubt will linger and public trust in the persons involved and the government will suffer.

Prime Minister Prayut Chan-o-cha vented frustration against the media for its inquisitiveness and its search for truth, which amounts to shooting the messenger.

It is not the media which is at fault. It is someone inside the government that is the real problem.

Wohlgemerkt, all diese Fälle sind Peanuts verglichen mit dem was zu den
Regierungszeiten von Thaksins Marionetten und seines Nummerngirls ablief.

Nur, darum geht es garnicht!

Prayuth ist als Saubermann angetreten und wollte Thailand von vielen
gesellschaftlichen Missbildungen befreien.
Seine Reden waren und sind für einen Thai ungewöhnlich direkt und klar!
Aber seine Taten sind leider weder direkt noch klar sondern meist
garnicht vorhanden.
Seitdem er im Wahlkampfmodus ist und uns als gewählter Diktator
noch viele weitere Jahre unterhalten möchte macht er garnix mehr
ausser ein paar PR Gags und natürlich Ausländerjagd.

Die obigen Fälle und auch der Fall mit seinem depperten Bruder
und dessen Familie nehmen Prayuth jegliche Glaubwürdigkeit.
Aber am schlimmsten ist seine totale Untätigkeit bei der Polizei
und der Staatsanwaltschaft (OAG)!

Er will Thailand in 20 Jahren “korruptionsfrei” machen!

Dies wäre durchaus möglich….aber nicht so!

Questions over the widely discussed charter-flight by Deputy Prime Minister and Defence Minister Prawit Wongsuwon to Hawaii last week have shifted focus from the 20.9 million baht cost to his delegates.

Defence Ministry spokesman Khongcheep Tantrawanich on Wednesday denied reports that a news anchor at army-owned TV Channel 5 was on the plane.

He was responding to a list circulated online of people reputed to be in the 38-member delegation that accompanied Gen Prawit to the US-Asean Defence Ministers’ Meeting in Honolulu from Sept 29 to Oct 2.

“I am not lying. I was there. I did not see a TV Channel 5 news achor. I do not know where the list came from. I wonder if it is real,” Maj-Gen Khongcheep said.

He said he would not reveal the real list. Reporters should get it from the Office of the Auditor General.

Gen Prawit chose the delegates himself, and they went to Hawaii to prepare for future discussions with the United States, the defence spokesman said.

He reiterated comments that recent interactions with the US had brought praise from Washington for Thailand’s efforts to solve problems of illegal and unregulated fishing, aviation standards and human trafficking.

“Please end the matter today. If reporters ask me about this later, I will not answer,” Maj-Gen Khongcheep said.

Gen Prawit did not meet the media on Wednesday. Earlier criticicism of the trip focused on the 20.9 million baht cost of the Boeing 747 chartered from Thai Airways, the 600,000-baht spent on in-flight meals, and the choice of an aircraft that can seat more than 400 people for his 38-member delegation.

Thai Airways International president Charamporn Jotikasthira said on Wednesday the national carrier would cooperate fully with the Office of the Auditor-General in any investigaton.

Mr Charamporn said such a large aircraft was needed so that it would not have to stop for refuelling during the long-haul flight to Hawaii. The airline also had enough 747-400 planes to provide chartered flight services without affecting its regular flight schedule, he said.

He declined to comment on reports that caviar was served on the flight, saying he would disclose further details to the auditor-general.

“THAI is a state enterprise and a SET-listed company. All procedures must be transparent and can be checked on.

“I confirm the reported charter fee proposed to the Secretariat of the Prime Minister was an estimated median price.

The figure was comparable to the charges by other airlines for premium charter flight services”, he said. “THAI will charge an amount based on actual expenses.”

Das Letzte stimmt mit Sicherheit nicht!
Singapore Airlines und Cathay Pacific haben noch mehr unbenutzte
747-400 rumstehen und würden diese gern für etwas mehr als
den halben THAI Preis verchartern.

Auch der Hinweis dass nur die 747-400 NonStop nach Hawai fliegen
kann ist Blödsinn. Thai hat genug 777,787 und selbst A333 herumstehen
die Alle NonStop nach HNL fliegen könnten. Besonders mit nur 38Paxen!
Ausserdem hat die RoyalThai Air Force gerade eine A340-500 gekauft
die eigentlich ideal für so eine Strecke wäre.
Ja, es gibt noch keine RTAF Piloten die diese fliegen dürfen,
aber es gäbe bei der THAI noch genug Piloten die dafür eine
Zulassung haben.

Nein, THAI wollte sich an den Regierungsaufträgen nur genauso bereichern
wie dies andere Thailändische Firmen auch tun.

That list is said to include the name of an Army Channel 5 “TV reporter rumored to be a romantic partner of the general.”

mitgenommen.
Übrigens :
Ich hatte ja geschrieben dass der NonStop Flug 13-14,5 Stunden dauert.
Der schnellste Linienflug mit Air China dauert incl. Umsteigen nur 16Stunden
und hätte pro Kopf nur 82.000THB retour in C gekostet!
F gibts auf der Hawaii Strecke nicht.

Genau!
Wenn man den Vergleich der Thaksinisten hernimmt muss man auch klar
sagen dass der Abstecher nach Montenegro (eigentlicher Grund der Reise
ausser Shopping) eine Privatreise war.
Was hätte Thailand mit Montenegro sonst zu tun?

Die Sache ist rein politisch – kommt ja auch alles immer von der ‘sparsamen’, nur zum Wohle der Armen, arbeitenden Pheu Thai…, die gar nicht wissen was Korruption ist…
Die Kosten waren pro Teilnehmer ca. 1500 Euro – ist ja nicht so wahnsinnig teuer – aber eben, die Roten haben sonst nichts mehr und der Liebsten YL geht’s ans Lebendige… wird jetzt wohl bei jedem Geschäft der Regierung so weiter gehen!

Deputy Prime Minister and Defence Minister Prawit Wongsuwon insisted Tuesday he did not eat caviar on the 20.9-million-baht chartered flight to the Asean-US defence meeting in Hawaii last week, which critics slammed as overpriced.

He was responding to a claim which circulated, along with criticism over alleged misspending, on social media that caviar was served on the flight.

According to images and information posted on a Facebook page calling itself CSI LA, the first meal served on the charter flight from Bangkok to Honolulu was a snack that included caviar and Italian smoked ham.

Also man sollte nicht päpstlicher sein……Kaviar,Lachs und
Prosciutto San Daniele(ist eben nicht smoked!deshalb so teuer)
Gehört zu jedem First/Business Class Appetizer!

Wenn man den Herrschaften Politikern etwas vorwerfen muss
so ist es die Zahl und Auswahl der Mitreisenden!
Wenn es um Geschäftsleute/Journalisten geht müssen die
selber bezahlen.
Und der Skatclub sollte zu Hause bleiben.
Was mich stutzig macht ist die Charterflug Abrechnung
Flugzeuge werden zum Flugstunden Preis plus Fremdkosten
vermietet.
Da wird nie Kerosin und Personal extra berechnet.
Ich habe mal Alles zusammengerechnet und da sind
über 20.000€ pro Flugstunde für eine 744 einfach viel zuviel!
Die bekommt man woanders (SIA) viel billiger 15.0000 US$!
Ansonsten sind die Thai Spesenritter wohl auf einem Niveau.
Von Yingluck hätte ich auch gern die Gesamtkosten anderer
Einkaufstouren gesehen!

THE Office of the Auditor-General (OAG) is investigating controversy over Deputy Premier Prawit Wongsuwan’s trip to Hawaii last week to attend an international security meeting, Auditor-General Pisit Leelavachiropas told The Nation |yesterday.

The cost of the trip involving flights to and from Bangkok was Bt20.9 million, which critics described as too high.

Prime Minister Prayut Chan-o-cha yesterday said he saw no need for his government to set up a committee to investigate the matter. He said he saw nothing irregular about the expenditure, as the trip was for the purposes of work, and not for pleasure.
Given it was a government trip, the officials involved had to fly with the national carrier Thai Airways. Pisit said in the event that THAI has no regular flights on certain routes, the government could use other carriers or book a chartered flight on THAI. However, he said, it depended on the importance of the mission.

“This trip was for a national security mission. We have to check if other similar missions need chartered flights as well or not.”

According to a source, the aircraft provided by the national carrier is a Boeing 747 with capacity more than 400 passengers. However, the delegation led by Prawit had only 38 officials.

Pisit said the aircraft used was suitable for the long-haul flight to Hawaii.

The round-trip flight cost over Bt500,000 for each person, divided by the number of passengers. However, the maximum market price for first class travel from Bangkok to Hawaii was about Bt200,000 per each.

Critics asked whether the price tag of Bt600,000 per person was reasonable for the flight, plus food and beverage on the chartered flight.

Pisit refused to comment on the appropriateness of the expenditure, given that more facts were required.

Meanwhile Prawit said there was no direct commercial flight from Bangkok to Hawaii, so he needed to take a chartered flight. Thai Airways was chosen because it was state-owned.

He said US authorities who hosted the meeting and wanted the Thai delegation to include experts from different areas, such as terrorism and transnational crimes, so the number of passengers was as many as 38.

“The information about the trip was disclosed on the Prime Minister’s Office website for transparency. The fund comes from taxpayers’ money so we need to have clear disclosure,” Prawit said.

He said that he thought the criticism on this matter was politically motivated.

Defence Ministry spokesman Maj-General Kongcheep Tantrawanit said the cost of the chartered flight was based on the median price requested by Thai Airways.

He said it was sensible to fly a chartered flight instead of a military flight by the Air Force. “The Air Force does not have the capability to fly on the route as the flight lasts as long as 19 hours and involves two refuelling stops. Thai Airways is more experienced in flying this route,” the spokesman said.

Da hätte er auf dem Rückflug über Dubai fliegen können!

Und was den Charter Preis der THAI angeht:
Hätte man bei Singapore Airlines angefragt hätte man die 744 zum
halben Preis chartern können.
Aber wer kann von denen schon Englisch, oder Rechnen?

Ein Beamter aus dem Verteidigungsministerium hat gesagt, dass Prawit von 38 Beamten begleitet wurde und der Aufwand für jeden von 500.000 Baht für die viertägige Reise angemessen sei.

Dass finde ich auch!
